No,  LED's are relatively cool so you don't need a fan.

How do LEDs help my plants?
All plants need light to grow, but when plants are in the vegetative stage they need more light from the blue spectrum. When plants start to flower and fruit, they need more light from the red spectrum. LED kits can offer light from both spectrums in one package.

Can LEDs be used with hydroponic growing systems? 
Yes,  LED's can be used with almost any indoor growing system         

Do the bulbs screw into regular light sockets as well as track light fixtures?
Yes, all the LED bulbs use a standard E26 (Edison) threads and socket
